The mandate of the Hydro-Meteorology Department is to provide timely early-warning weather and climate information for safety of life, protection of property, and conservation of the natural environment. The department also works to mitigate loss of life and property damage, conduct research that improves forecasts and warnings, prepare flood-control and management plans for flood-prone basins, and provide adequate flood cushion in water-storage projects. This mandate is anchored in the structure and organisation of the Ministry of Energy and Water Resources Galmudug.

Core Functions

Data Collection, Monitoring and Observation

Collect, monitor, and observe meteorological, climate, and hydrological data.

Data Processing, Analysis and Forecasting

Process and analyse data to develop weather and climate forecasts.

Data Telecommunication and Exchange

Support efficient and effective exchange of quality meteorological data.

Early Warnings, Advisories and Alerts

Disseminate early warnings, advisories, and alerts for severe weather and extreme climate events.

Data Management and Archival

Manage and archive quality meteorological and climatological records.

Education and Training

Provide education and training in meteorology and related sciences to strengthen meteorological-service capacity.

Weather Forecasting Services

The forecasting branch generates and disseminates weather and climate information for the general public, specialised economic sectors, and marine services. It is also responsible for ensuring efficient and effective quality meteorological data exchange in the state. The branch consists of weather prediction, public weather services, and meteorological communication divisions.

State Weather Services

State Weather Services enhances awareness of available meteorological services and their benefits to the public and policy makers, and supports correct public understanding and interpretation of meteorological information. Better knowledge of weather information helps the public and policy makers support efforts to improve forecast quality.

Weather information and severe-weather warnings help the Galmudug Government, businesses, emergency responders, and the general public make informed decisions. Severe-weather warnings give advance notice of extreme weather to the public, businesses, emergency services, and Government.

District Meteorological Services

The District Meteorological Office is the weather service of the Meteorological Department and serves as an information centre that provides districts with relevant weather and climate information. Each office implements national policies at state level and delivers Climate Information Services that support development and implementation of the State Development Plan and the decision-making needs of principal sectoral groups.

Marine and Hydrometeorological Services

Daily near-shore marine forecasts are issued for the Galmudug coastal towns of Harardere, Eyl, and Hobyo.

Hydro-meteorological services contribute to sustainable socio-economic development by providing sector-specific hydro-meteorological information. These services are supported through a network of automatic weather stations and rain-gauging stations.

Agrometeorological and Bio-meteorological Services

Agrometeorological services support the agriculture and food-security sectors of the state economy. Regular monthly agrometeorological bulletins are recommended throughout the year.

Bio-meteorological services support human and animal health, enabling early detection, prevention, adaptation, and mitigation of avoidable and associated health problems. Bio-meteorological bulletins are issued weekly.

Climate Services

Climate Services includes observation and network design, climate data management, and climate analytical services. It coordinates overall management of meteorological observation networks through daily monitoring of meteorological-data transmission from stations across Galmudug.

Meteorological Training and Awareness Services

Meteorological Training and Awareness Services engages the public through awareness of meteorological products and services, and trains staff and relevant stakeholders. Its specific roles include:

  • Advise the public on effective use of weather and climate data and information.
  • Collect cost recovery from the various revenue streams in the department.
  • Undertake training, research, and surveys.
  • Carry out economic evaluation and cost-benefit analysis of meteorological services.
  • Cost value-added products and services.

Climate Data Management Services

The Climate Data Management Services Division manages climate data from all meteorological observation systems. Climate data is received through paper registers and forms, email, the internet, and Automatic Weather Stations. The data undergoes initial quality control, is entered into the electronic database, undergoes further quality checks, and is then archived for users.
